City Secretary/Finance Director


The City Secretary/Finance Director Office is located in City Hall at 612 Elm Street.

The City Secretary is the local official who maintains the integrity of the electionprocess, ensures transparency and access to city records, facilitates the city’s legislative process, and is the recorder of local government history. The City Secretary acts as the compliance officer for federal, state, and local statutes, including the Open Meetings Act and the Public Information Act, and serves as the filing authority for campaign finance reports and financial disclosure statements.

The Finance Director supervises the department of finance and the administration of the financial affairs of the city, including the levy, assessment and collection of taxes and other revenues, the custody and disbursement of city funds and money. The Finance Director also oversees the Utility Billing Department.

Marci Bueno recently was promoted to Finance Director in October 2022 and has also taken on the combined role of City Secretary in December 2022. Marci Bueno is a graduate of Graham High School. She earned a Certificate in Public Finance from the Institute of Governmental Finance at Texas Tech University in 2018. She is currently enrolled in the Texas Municipal Clerks Certification Program at the University of North Texas.
