Graham's Main Street Department was established in 1993 and is recognized by the State of Texas Historical Commission. The Main Street Program is based on a four-point approach:

Design- improving downtown's image by enhancing its physical appearance

Promotion- marketing downtown’s unique characteristics to shoppers, investors, and new businesses through special events, retail promotions, and on-going programs that build positive perceptions

Economic Restructuring- strengthen the existing economic base downtown while
diversifying it

Organization- partnerships among various groups that have a common interest in the downtown and Fourth Street areas
