City Council
 

The City Council is the legislative and governing body of the City of Graham and consists of a mayor and four council members. Council meetings are held Thursdays on a bi-weekly basis at 9:30 am in the Council Chambers at City Hall.

Barry White - Mayor

Barry White has lived in Graham since 1988, and is beginning his first term as Mayor on the City Council. He has served two terms as Mayor Pro-Tem and one term as a Council Member. Barry currently serves on the boards of the Young County Appraisal District and the Graham Economic Improvement Corporation. He is an independent oil and gas producer. He and his wife Susie both participate in various community activities. They have two children, R.B. and Joseph, and are active members of the First United Methodist Church in Graham.

 

Jack Graham - Mayor Pro Tem / Council Member Place 1

Jack Graham is serving his second term on the Graham City Council. He is a graduate of Graham High School and of the University of Texas with a BBA in Petroleum Land Management. Jack is currently employed by a local oil and gas company. Since moving back to Graham in 2004, Jack has served on the Graham Higher Education Board, the Graham Education & Workforce Center Board, the advisory committee on the addition to the Graham High School, and is an active member of the First United Methodist Church in Graham. He and his wife, Angie, have three children, Jack Jr., Mary Lyndell, and Lillian.

 

 

 

 

Greg Montgomery - Council Member Place 2

 

Greg Montgomery is serving his first term on the Graham City Council. He grew up in Graham, graduated from Graham High School and Texas Tech University. Has served on various civic boards and is an active member of the First United Methodist Church. He is the managing partner of Montgomery, Cusenbary & Associates LLP, Certified Public Accountants. He and his wife Rena have two children Scott and Sydney.

Spencer B Street, III is serving his first term on the Graham City Council.

 

 

 

 

Pam Scott - Council Member Place 4

Pam Scott is currently serving her first term on the Graham City Council.  Pam graduated from Salina South High School and received her B.S. in Journalisim and Mass Communications from Kansas State University. She came to Graham in 1988 and shortly thereafter her and her husband David restored the National Theatre, which is listed on the  National Register of Historic Places. They have also restored the Grand Theatre in Stamford, Tx.  Pam has served as a mentor in the schools for 5 years, served on the Main Street Board for 15 years, was a board member for the Chamber of Commerce before being elected president for two years. Pam also served on the Graham Industrial Association Board of Directors and on the board of the Old Post Office Museum and Art Center and is currently the secretary for Habitat for Humanity. Pam was elected as one of the "Women of the times" by Wichita Falls Time Record News in 1994.  Pam and her husband have five children and are both active in Rotary and in church activities.
