The City of Graham is not only governed by the City Council but also has many Council appointed boards which help direct the individual departments. Board members are appointed by the City Council and have terms of two years. There are 11 different City of Graham boards which include the Airport Board, Arena Board, Auditorium Board, Board of Adjustments and Appeals, Cemetary Board, Convention and Visitors Bureau Board, Graham Economic Improvement Corporation Board, Library Board, Main Street Board, Parks & Recreation Board, and the Planning & Zoning Board.
